George Henry Downing was born in Portsmouth in 1878. He was a member of the Royal Society of British Artists and a founder member of the Portsmouth and Hampshire Art Society and taught art at Portsmouth Boys' Southern Secondary School, writing two books on the subject. He included W.L. Wyllie among his friends.
