Frank Richards was born in Birmingham and studied at the Birmingham School of Art. He remained in Birmingham until 1883 after which he travelled widely and moved to Newlyn in 1892 to work with artists including Stanhope Forbes and Harold Harvey. He took part in exhibitions of the Newlyn School and also exhibited at the Royal Academy and elsewhere. In 1897 he moved to London and worked as a magazine illustrator before finally settling in Bournemouth in 1917.
