Arthur Briscoe was born in Birkenhead on 25th February 1873. He was educated at Shewsbury School and studied art at the Slade School and at Academie Julian in Paris. In 1899 he acquired a studio in Malden, Essex, and bought a 3 ton cutter which, with his young family, he would spend much time sailing along the French and Belgian coasts and through the Dutch waterways.
